Dear all,
I am writing to remind you that 1 October is approaching, the date on
which CZ.NIC will start charging for registry requests exceeding a set
limit.
I would therefore like to inform you about the following:
1. Based on the comments we received at the seminar during which we
discussed the issue of charging for registry requests, we have decided
to introduce an optional communication blocking service for registrars.
The service will operate as follows:
A registrar interested in this service will set a certain sum as a
limit; if this limit is exceeded, the registry will block all
communication between the registry and the registrar.
The registrar will also appoint a contact person (name, telephone
number, and e-mail) who will be informed of this blocking and will be
authorised to decide whether to unblock communication.
Each day after midnight, CZ.NIC will evaluate the number of requests
from each registrar, and send out appropriate poll messages. The content
of the poll message will also be available on the registrar’s Intranet.
If the system determines that a registrar has exceeded the limit it had
set, this registrar’s access to the registry will be blocked.
Every day at 9am, CZ.NIC customer support will call the responsible
persons of the registrars whose access was blocked for that day, inform
them of the situation, and ask for their decision as to whether
communication should remain blocked or be unblocked. The responsible
person will be asked to confirm the decision either by e-mail or SMS,
and then the instruction will be carried out – either keeping the
communication blocked or unblocking it.(At this time, the number of
requests will be checked once again for all registries, and other
registrars who may have exceeded their limit will be blocked and
informed thereof.)
The blocking (or unblocking) will take place only once during a single
calendar month for a given registrar. If the registrar decides to
unblock communication, the system will not issue any more warnings the
next day, and communication will remain active (and paid for) until the
end of the calendar month.
A registrar may activate this service by filling out the attached
application and sending it to the address of the Association. The
service will be activated on the first business day after the
application is received.
2. I would also like to remind you that every registrar is responsible
for the requests submitted to the registry. This also applies to cases
in which the registry requests are generated by customers on any type of
publicly available whois-type service operated by the registrar.
According to the currently valid as well as new Terms and Conditions,
the registrar is required to prevent gathering data from the Central
Registry using mass collection or automated means.
We therefore recommend re-evaluating the extent to which you meet this
condition, particularly given that automated access to this type of
service may result in a drastic increase in the number of requests sent
to the registry, requests that will be charged for after the set limit
is exceeded.
