To explain it more deeply. This restriction was needed in our startup.
We ran FRED registry just for ENUM domain for one year and after that
year we migrated data from old system for .cz to FRED. We had to solve
problem of contact handle collisions in old system and FRED. In old
system, contacts were not allowed to have ':' in handle. So before
starting FRED for ENUM we put restriction to contact handle to begin
with "CID:". Such contact handles were not expected to be in old .cz
system. After successful migration from old .cz system to FRED there
was no need for such restriction, so it's now disabled.
