We have implemented FRED client in Java. Creating a new client in a new technology is feasible. Actually all you need is to open SSL connection (secured from both ends) and start sending/receiving XML messages.
You could also run python fred-client on Windows and use it as low-level framework below your C#. cz.nic guys can say more on that.
