I changed the port and it worked but there is less english than cz language in the webadmin-server interface, also some pages are not found like statistics.
I also want to know how to run FRED-Client, and the Whois.
I tried this and nothing appeared in aweb browser (the web pages come blank):
Fred-Client : http://localhost:700/
Fred-Whois: http://locahost:1809/

I also tried # /usr/bin/fred-client but can't connect to port 700.

fred-client is primarily a command line tool, on the command line, just write:

fred-client

then it starts, then you can try to write: help
