It may depend on the prices you'd like to have.
I'm not 100% sure now, but if you'd like to have one registrar to have price equal
zero, this very
registrar could be a system one. (But you'd need to check that. And giving system
registrar to
someone you don't trust ultimately is a very bad idea.)
You could also add the discount from the other side: add extra money when increasing
credit for a
special registrar.
On the other hand I don't know why would you like to have different prices per
registrar. Therefore
all hacks above are hacks, not proper solutions.
